the hearing on capitol hill began just minutes ago. it's the final federal report on the san bruno pipeline disaster. >> reporter: two men wounded at a richmond gas station, a gas leak and a third shooting on 880. and a diswasher may have been mistaken for a gang member at a restaurant. a major road is closed in the south bay. the closure is related to a

police shooting. "mornings on 2" starts right now. well, good morning. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's tuesday, august 30th. we are learning new information about an overnight shooting in richmond. allie rasmus tells us the violence erupted at a gas station injuring two people and someone driving by was hurt. >> reporter: well, this gas station at 5 5th was at the center of the shooting. a man in an suv pulled into the gas station. he was hit by gunfire. you can see some of the -- some of the bullet caseth. richmond police say -- casings. richmond police say a second man was shot but that man climbed on the roof of the motel next door to the gas station to try to escape the gunfire. all of this happened at 10:40

last night. the two men were taken to the hospital with non-life- threatening wounds. witnesses told us they heard a lot of gunfire between 20, 25 shots in rapid succession. they say it seemed to last for several minutes. when the gasline ruptured, residents and people staying in the hotel were evacuated as a precaution. police don't know how many people may have been involved in the shooting and they don't have any possible suspect descriptions. right now, they are trying to figure out what started all of this. >> we don't have a motive for the shooting at this point. we know there was a shooting earlier in the evening about an hour prior to our shooting in the north richmond area. >> reporter: less than a block away from that gas station is interstate 80, you can see the ramp off in the distance there. police say a woman was driving on that freeway going east when she exited mcdonald avenue.

as is she got off the freeway, a black car passed her and fired shot -- shots. she's in the hospital recover egg. richmond police are looking into the -- recover earl. richmond police are looking into -- recovering. drivers are looking into the possibility the same people are involved in the shooting and in both instances, the same type of black car was seen speeding from the scene. back to you. >> thank you. well, in overnight news, a man was shot outside of a san francisco bar. this happened just after midnight at the hog and rocks bar in the city's mission district. the victim was rushed to san francisco general hospital. we don't know his condition right now. we've been told the gunman may have believed the victim belonged to a rival gang. instead he apparently worked as a dishwasher at the bar. so far police have no suspects in this case.

it is 7:03. right now, in washington, d.c., federal investigators are revealing their findings about what caused the san bruno pipeline explosion last year that killed eight people. alison burns is in our washington, d.c. bureau and joins us live to explain why this should take a while. aimlyson? >> reporter: that's right, tori. it will an long day. it includes at least -- it will be a long day. it includes seven investigators who have been working this case for more than a year. let's get live to the picture inside the ntsb room. investigators are blaming multiple deficiencies in pacific gas and electric operations, including poor record-keeping, inspections and emergency responses and infective state and federal safety rules. here is how the head of the ntsb opened the hearing. opportunities were missed that could have and should have

prevented this tragedy. today you're gonna hear troubling revelation about a company that exploited witnesses in a lax safety system and a system of oversight. >> reporter: now, ahead of the hearing, the ntsb gave us a rare look inside its lab to see the 28-foot section of pipe where the explosion originated. investigators say the seam of the pipe was a big problem. it was not welded where it should have been. pg&e was not able to say who manufactured the 1950s era pipe. we'll keep watching this hearing and i will have another update in -- in the next hour. alison burns, ktvu channel 2 news. >> thank you, alison. we have complete coverage of this hearing. you can go to the "right now s.a.t."

evacuationing. >> no. next time i won't. i will stay. >> i think that's the number one reason people won't leave is because they don't want their house to be broken into. >> police arrested a 16-year- old in connection with one burglary and recovered one i -- and recovered some items. >> it is 7:06. an ultimatum has been issued in the ongoing battle to save a century's old oak tree in menlo park. ktvu was there in may as neighbors protested to save the california valley oak nicknamed granny. the san francisco public utilities commission has offered to spare the tree by tunneling beneath the roots to make way for a new water pipeline. but neighbors would have to pay for maintenance and liability. plans to remove the tree will move forward unless residents submit a written proposal by september 6th. a stockton man faces charges for the use of

counselor fit money -- counterfeit money. charles marcellas is accused of using funny money at walmart. shortly after a jewelry purchase, he allegedly bought a rolex watch from another person. the mother of his children said she's surprised he would do something like that. >> he's an awesome guy and for me who find out that he -- or hear he was doing is kind of, you know -- it throws me so way off. >> investigators say he has admitted to making counterfeit money to support a drug habit. 7:07. sal, you've been telling us about problems through the morning. how are we doing now? >> we still have that late- night roadwork in los gatos. they are doing some repaving. we're gonna talk about that. let's take a look at what we have now with some of the south

bay issues. now, remember, we do have stevens creek boulevard still closed because of a police action. it's closed between finch and judy and that includes the intersection. this will remain closed until they do their investigation or complete it. they've been there pretty much for the entire evening. stevens creek a major street. right near stevens creek boulevard and lawrence expressway, the other major street remains shut down. we're talking about los gatos, northbound 17. they are doing roadwork because i guess some of the pavement didn't dry. they were doing some repavement approaching highway 85 and it's bad coming in from the santa cruz mountains. if you are a santa cruz mountains driver, you need a lot of extra time. it will probably be an aggravating time. and if you are driving to. been toll plaza, 80 getting thru vallejo, you will need

extra time because of earlier problems. good morning. we have a lot of fog and low clouds. in fact, a rather large surge. inland temperatures will take a plunge, maybe 10 degrees for some. today a bigger fog bank, cooler today, more of the same tomorrow. 60s 70s, and 80s. thursday and friday, if everything continues to come in as advertised, it does look warmer. we're getting that time of year, starting at the end of august, september where you -- where you get a cooldown and then a warmup. more fog today. sunny but cooler. biggest decline will be in the temperatures away from the coast, which were in the 80s. today they will drop in the 70s. so cooling trend tuesday/wednesday. i did reverse that starting on thursday. nothing dramatic but i think we'll start a warm up then. another system moves up to the

spring buying pushed home prices up. the housing market remains shaky and further price declines are expected this year. taking a live look at the big board, the dow is down 71. nasdaq is down 17. s&p down 9. and the big reason for that, new this morning, consumer confidence plunged in august to its lowest level since april 2009. the consumer confidence index fell to 44.5 this month. economists had expected a reading of 51.9. the numbers reflect a poor outlook on future business conditions, jobs and income as well as all of the wild swings we've had on wall street this past month. usually when the economy is growing at a good pace, confidence readings are at 90 and above. 7:15. more than a million people all

across the east coast have no electricity this morning, all because of hurricane irene. it's just one of several problems. add dam haasly is live in massachusetts now to tell us how storm victims are coping. i can only imagine, adam. how are you? >> reporter: some people are having it easier without -- than others. being without tris is tough. people up the river really got hit hard. when you look at the inland part of new england, dealing with the storm itself was much easier than dealing with the aftermath. a countless number of pets and livestock have also fallen victim to the storm. >> reporter: one farmer lost

his chickens. >> all the chickens are gone. it's a mess. >> this all has to be redone. dollar figure? six figures for sure. >> reporter: pennsylvania governor says he's taken aback by the power of the floodwater. >> i'm amazed at what water can do to concrete and asphalt and to the bridges that we have. it's done quite a job here. >> reporter: in the garden state, residents say they are overwhelmed by the desk station. >> i can't believe it. my house for 22 years. >> reporter: while irene rolled through the east coast, her impact will still be felt for sometime. >> the river forecast center for the northeast was reporting that some of these rivers won't crest for two or three days, so the extent of the impact, we

still don't know. >> reporter: the crest of the river here is supposed to locate where we are. but all the way down to the ocean in connecticut, this is about a foot from flood stage. the connecticut river flows down through the states and eventually down toward the long island sound meets the atlantic ocean. that's what people are dealing with right now. it's much different here because people have a chance to prepare as compared to development and areas up there where the flash floods really got them with very little warning. dave? >> adam haasly reporting -- add dam housely reporting live -- adam housely reporting. airlines are still trying to rebook flights that had to be can't -- cancelled over the

weekend. call your airline ahead of time, don't show up at the airport unless you have confirmed your flight. the $7 billion in estimated losses from hurricane irene is just the latest payout insurance companies have had to deal with. but it's less than the 10 billion expected from the big storm that raged up the east coast. that comes on the $18 billion in damage from other natural ka tas industries already this year. despite that, insurance companies can still expect another profitable year in part because they've been raising premiums between 5% and 10% annually. many people on the east coast have helped clear the shelves of supermarkets and convenience stores. now they are experiencing some buyers' remorse. they are relieved hurricane irene was not as bad as predicted. now they are complaining they stood in long lines. some have come to stores and asked for refunds.

the battleground but then they admitted they lied because they wanted to take the will of gadhafi forces and we've learned that gadhafi's daughter has biven -- has given birth to a baby girl. well, here at home, san jose is now being referred to by some as sin city. and they stay the police crackdown on gangs may be the reason why. police focus attention on violent crimes and gangs. but now the city is seeing a rise in prostitution, gambling and drugs. in the past two months, 38 prostitutes have been arrested including three teenagers. >> i've seen girls walk by with really short skirts.

highway -- there was some paving work highway 85. if you are a highway 17 driver, driving north from the santa cruz mountains, expect jam- packed traffic from redwood es kates into los got -- estates into los gatos. we have a couple of problems in livermore at 580 westbound near airway. and some slow traffic. southbound 680 still clearing up an accident at the treat boulevard. highway 4 is very slow. 80 westbound between vallejo and pinole is very slow. at the bay bridge toll plaza, we'll see some stop and go traffic for about a 15-minute wait. let's go to steve. a lot of fog in those traffic shots. it looks like the fog means

cooler conditions. not really the coast. low clouds and fog making it a stronger surge today. the system another one moving into the north, helping to enhance that fog bank. we start off with a lot of gray over the bay and really cool reading, especially up to santa rosa. low clouds, mist. gray dies an 50s and 6 -- gray skies and 50s and 60s. 48, santa rosa to 59 hayward. 53 redwood city, 55 livermore and san jose. there is a better look at that system as that drops in. that just gives us a cooler pattern. and then a cooler, breezy day for those inland. temperatures anywhere from 50s to mid-80s with a lot of 60s and 70s in between. it does look like today and tomorrow we have the cool winning out. then a north wind might kick in which would help get rid of that fog and warm you up. saturday looks nice to warm but

visit vwdealer.com today. a federal hearing on the san bruno pipeline explosion began about an hour ago in washington, d.c. the head of the national transportation safety board has already had some very harsh words for pg&e. in fact, blaming them for a litany of failures leading up to the explosion. san bruno city leaders including the mayor are in attendance. you are looking now at a live picture inside the room where the meeting was taking place this morning. it appears a break is going on right now. tara moriarty joins us live from san bruno where people have waited for this day for a year. >> reporter: we caught up with one woman on her morning walk.

she says every morning she comes out here and looks at where the houses once stood, it brings her back to that horrible day. she's very anxious for the government's report. the ntsb says this has been a difficult investigation because of pg&e's shoddy record- keeping. last year, in september, the line exploded, killed eight people, injured 58 and destroyed 38 homes. a year-long federal probe has not determined where the ruptured pipeline came from or who was -- or who was responsible for the welding defect and that's disturbing to in woman who lost her home. >> i lom lost my life -- i almost lost my life. a neighbor saved me. i'm lucky to be alive. i'm really concerned about the report dumbing out -- coming out today because i'm concerned something awful like this might happen again. >> reporter: the investigators

have determined that sections of the pipe were inconsistent with other parts of the pipe. now, important issue is the electrical glitch at a milpitas terminal which caused a slight surge in gas pressure minutes before the explosion. the ntsb also expresses why it took pg&e an hour and a half to turn off the gas. the ntb says it will replace or upgrade pane gas lines and help develop state of the art pipeline technologies. we will continue to monitor this hearing by the ntsb in washington. what many will want to know if similar segments of pipe, where they were installed in the bay area, hopefully the ntsb has some answers. we're live in san bruno. i'm tara moriarty, ktvu channel

2 news. 7:33. overnight a small earthquake rattled san francisco. a magnitude 2.9 earthquake hit at 12:19 this morning. it was sent -- it was centered southwest of the san francisco zoo. we checked with the u.s. geological survey's website. it was felt in pacifica, deeply city, burlingame, oakland and walnut -- walnut creek. a busy roadway still closed after an overnight police shooting in santa clara county. it happened on stevens creek boulevard. kraig debro has been out there all morning joining us live from cupertino with the very latest about a pretty large crime. >> reporter: you couldn't have known this because it happened in the last ten minutes -- last ten minutes. but the sheriff's office just opened the westbound direction of stevens creek here at stern all the way past finch. finch and -- coming in the eastbound direction is closed

all the way out to about 280. cupertino high in this area. now, about what happened last night, a lot of conflicting information from the sheriff's office. they told us -- here's what a deputy told us last night. >> a deputy atented to make a pedestrian stop on an individual shortly after, there was an exchange of gunfire. it's still unconfirmed that the deputy shot at this sometime or if the suspect -- or if the suspect shot. >> reporter: they issued this press release at 1:00 in the morning which says the deputy shot the suspect and the shots were fired. he was hit with you non-life- threatening injuries wounds and taken into custody. we got this picture at about -- say about an hour and a half ago. it's a picture of a car being towed out of the scene. the story is the deputy was driving down stevens creek

boulevard. we walked down there and saw the investigation. we were there. we took those pictures. at that point traffic was still not allowed to go down in that direction. but a few minutes ago they opened up the westbound direction. this is what police told us they said this all started with a possible vehicle theft. >> you know, we don't know that yet. it was a pedestrian stop. we're still trying to determine what the issue was or why the individual was shop -- was stopped. >> again, last night, they said it was because of a possible suspected person involved in the vehicle theft. we are still calling the sheriff's office to clarify that information, not heard back yet. reporting live in cupertino,

kraig debro, ktvu channel 2 news. >> okay. thank you. 7:36. a bomb threat disrupted a vanity fair know toe shoot of san jose mayor reed. the mayor after finishing the first part of the shoot heard an aide received a threatening e-mail at the city mall. investigators now say the e- mail actually arrives last week and last night a sweep of san jose city hall turned up nothing. incidentally vanity fair is doing a story about the financial crisis. >> 7:36. a former star of "lost" and "party of five" is being charged with i salting a cleveland bus driver. heather boreman said she was the driver of a private bus hired for a bachelor party. around 1:30, a man approached the bus and tried to get on. the bus driver told him the bus

restaurant. police say it started when the waitress asked the man to quiet down. coming up at 7:45, pam cook will have more on what happened to the waitress. we're also getting a glimpse of what the new eastern span of the bay bridge will look like. last night, caltrans flipped the switch along the 1,000-foot long cat walks. those lights allow the crews to work at night. it's hard to install and mesh usual the cables during the daytime because the heat of the sun can affect their lanes. >> we've been watching this whole thing develop. watching the cranes come in. it's exciting to see it come together. >> and the eastern span is due to be finished in the year 2015. it will be the largest self- anchored suspension bridge in the world. let's take a look and see how traffic is looking. with sal castanedo.

tori and dave, good morning to you. traffic is actually moving along relatively well in some areas. one of the things we've seen an improvement on, there seems to be fewer accidents this time than last time. the bay bridge is backed up 15 to 20 minutes. if you drive their area every day, it's nothing unusual. that's pretty much all we ask for, right? northbound 17 -- this is northbound 880. the traffic is moving along pretty well until you reach high street and then it slows down. northbound 17 between 9th and lark. the traffic is ill -- the traffic is still very slow coming in from redwood es kates coming on down the hill. a lot of frustrated, dare i say angry drivers being surprised by the slowdown coming into the santa cruz mountains. 580 is very slow through livermore and we have a lot of

slow traffic in contra costa county all over the place. let's go to the live pictures now if we can. i think that's it. let's go to steve. control, delete. >> that's what i'm gonna do. >> good morning. low clouds, fog. kind of some patchy fog. our observer has a few patches of fog around t will burn off but it will be a cooler pattern today. there's a lot of fog on the coast. some of that has made it inland. temperatures should drop about 5, 10 degrees. the low clouds and fog don't look like they are going anywhere any time soon. the biggest decomplain will be in the inland temperatures, but temperatures by the coast and around the bay, really not changing too much. we get a stronger sea breeze today. so the cooling trend starts today. more so today into wednesday. should get a quick rebound thursday and friday.

fog and low clouds continue to regroup. it was cold in santa rosa. they dropped to 45. i would say there's definitely a hint of fall in the air when you get that cold at the end of august. a lot of 50s. redwood city, 53. west-southwest 20, travis has been stronger than that. but a breeze, the carquinez, to the delta means cooler pattern. all because of that system dropping down. you can see it right there beginning to move in. high pressure well to the south -- well to the west. we're on the receiving end of that with -- with the southern end of it. low clouds, cool and breezy for some. there's always some areas by the coast. 50s, 60s with that onshore

taking a live look at the big board on wall street, numbers are down this morning. one reason, consumer a confidence down to 44.5. analysts expected a number of about 51.9. you had to go all the way up to 90 for a good rating during a good economic time. the numbers on wall street, the dow is down 57. the nasdaq is down 9. the s&p is down 8. there is a little bit of good news for wall

street. spring home buyers pushing housing prices up. the newest case-shiller case index shows home prices edged up in june but home prices in the largest cities remain below their peaks. all of the major california cities saw housing prices bottom out two years ago and continue to inch up. autodesk plans to add 200 employees to its san francisco offices in the next five years. that would give the softwaremaker a total of 700 employees in san francisco. they hope to attract new workers who live south and east of san francisco and might otherwise be discouraged by the long commute. a surprising incident at a den nip's restaurant in santa clara county. pam cook is in the -- den nip's

in -- denny's in santa clara county. pam cook is in the flam with more. >> well, a denny's waitress was assaulted. take a look. this is on el camino real. police say on august 13th, they responded to a group of intoxicated people at that restaurant. when a waitress asked them to quiet down, witnesses say one man threw silverware at her, cutting her face. police say he -- police say he punched the waitress and knocked her unconscious. officers say he left the restaurant but then returned and punched the restaurant manager in the mouth. we want to show you a closer look at the suspect that police are looking for. he's described as either white or latino, about 6 feet tall, 220 pounds. anyone with information on this is please asked to call the santa clara police department. the waitress was taken to the

hospital and was treated for a broken nose and a con jugs. police say the man and two associates left north heading on halford avenue in a black cadillac escalade. reporting live in the newsroom, i'm pam cook, back to you. >> thank you. wildlife agents in yellow stone national park are trying to capture a grizzly bear that killed a michigan hiker last week. the body of john wall list was discovered last friday. an autopsy has confirmed that he was killed by a grizzly. but authorities believe it was a different bear than the mar mother grizzly that killed a -- than the mother grizzly that killed a southern california woman. in that case, they let the bear go because she was protecting her cubs. "newsweek" put out the 25

this morning, a southern california man is out on bail after allegedly throwing his special needs 7-year-old son off a tour boat. police say the boy an his father, sloan briles, were on the boat in newport harbor on sunday. they say he was aring with his girlfriend when he threatened to throw his son 0 -- overboard for making too much noise. that's when witnesses say he hit his son and tossed him over the boat. they were able to pick the boy from the ocean. his father was booked on suspicion of child endang

2." i'm tori campbell. >> good morning. i'm dave clark. it's tuesday, it's august 30th. well, in overnight news, a violent scene overnight at a gas station in richmond. allie rasmus has been out there all morning and tells us two people were shot and wounded inside an suv and police say a woman who happened to be driving nearby was caught in the crossfire. >> reporter: this gas station was at the center of the shooting. a man driving an suv pulled into the gas station. he was hit by gunfire and you can see some of the bum holes in the brick pillars here at the -- bullet holes in the brick pillars here. his vehicle crashed into a national gas line and the back of the parking lot. that's where you see the pg&e truck there. crews are still out here trying to repair the gas line break that happened last night. richmond police say in this same area, a second man was shot. that man climbed onto the roof

of the hotel next to the gas station police say to try to escape the gunfire. all of this happened around 10:40 last night. several witnesses told us they heard a lot of gunfire, 25 to 30 the shots fired -- fired in rapid succession. they say it seemed to last for several minutes when the gas line ruptured after the suv crashed into it, residents and people staying inside the hotel were evacuated as a precaution. police don't have any suspect descriptions. and they are still trying to figure out what started all of this. >> this was very unusual finding the victim on the roof of a building having a gas line ruptured and just the chaos of the scene and trying to contain it was a little bit hectic. less than a block away from this gas station is interstate 80. police say a woman was driving on the freeway going east.

she exited mcdonald avenue. just as she got off the freeway, police say a black car passed her and fired shots at the car. the woman was hit. police say she suffered some non-life-threatening injuries. police are looking into the possibility of the person who shot that driver may be the same person involved in this gas station. police say the shookings -- shootings happened within minutes apart and witnesses say a black car was seen speeding away from both scenes. right now, government investigators have explaining what caused the mine line disaster last year. there have been some pretty harsh words for pg&e. >> reporter: that's right. the head of the ntsb opened the hearing saying the tragedy should have been prevented.

kraig debro joins us live with new information from investigators. >> reporter: we have some clarification of the events that took place here last night. right now, i want to tell you that right now they are working on opening the eastbound direction of stevens creek between finch and down as far as tanta. it's opened east of tanta. just this one section, you can see the deputies collecting the tape here. that's good news for commuters. we're directly across the street from where a deputy was shot. i spoke with ryan, a member of the sheriff's office, he says there was not an exchange of gunfire. only the deputy was on leave pending the outcome and investigation and fired the weapon. this is one of two vehicles towed away. this video was recorded about two hours ago. the deputy says crime scene investigators are looking for crews that will support an accurate account of events.

some people evacuated during a tanker fire in placer county and are upset about the looting of three homes while they were gone. almost 5,000 families were under mandatory evacuation orders for two days last week when a burning propane tank was at risk of exploding. three of those families discovered that someone had broken into their homes and stolen several items, including computers, jewelry and a shot gun while they were -- while they were gone. the thefts are prompting second thoughts about future evacuations. >> no. next time i won't. i will stay. i don't dare. >> i think that's the number one reason people won't leave is because they don't want their house to be broken into. >> police arrested a 16-year- old in connection with one burglary and recovered the items. but any believe the other items were unrelated meaning they can be -- meaning there can be more burglars on the lies.
